Shared planning principles for the Avenues Neighborhood & Enloe Medical Center Plan

The following Ten Principles should be respected and implemented consistent with the Illustrative Master Plan, as developed during the Avenues Neighborhood/Enloe Medical Center Charrette of June 20-25, 2005.

  • Maintain Magnolia as a viable public thoroughfare (but with appropriately tamed vehicular movements), while discouraging "cut-through traffic" on adjoining neighborhood streets.
  • Create a neighborhood park as a share amenity, with cooperative management and control between the Hospital and the Avenues Neighborhood.
  • Encourage more intensive Hospital uses to move towards the Esplanade, reserving more residentially compatible uses for west of Magnolia, and establish specific policies regarding additional property acquisition beyond the existing Hospital campus.
  • Encourage a properly modulated scale gradient from the Esplanade inward toward the residential neighborhoods through the use of a form-based code.
  • Consolidate off-street parking east of Magnolia, to the extent reasonably possible, and consistent with the above.
  • Reinforce the idea of a "center" through a mix of uses, including neighborhood goods and services, and enhanced or improved Esplanade frontages.
  • Work with City/County to complete neighborhood infrastructure and promote public safety.
  • Reinforce neighborhood character through the use of architectural styles consistent with neighborhood precedents (particularly for the Hospital addition itself.)
  • Explore mechanisms for encouraging/facilitating employee home ownership within the neighborhood and for reducing parking demand through the use of transportation demand management.
  • Establish regular, ongoing, formal communications between the Avenues Neighborhood and Enloe Hospital to continue to resolve concerns as the plan is implemented, including support for the creation of a Neighborhood Plan.
