Century Project Neighborhood Updates

This newsletter is mailed to more than 600 neighbors each month to communicate about significant construction activity for the hospital's expansion project. Click on these links to read the newsletters.

    Updates pre-dating the newsletter:
  • June: A majority of the former Enloe house at 1537 Magnolia moved the morning of Sunday, June 11. As the house is large, a second date has been scheduled to complete the move, for the morning of Saturday, June 17.  The building will travel along West 6th Avenue, to the Esplanade, then on to its final destination in our community. The house is the third of six that need to be removed to make way for the Century Project and one of three that have been purchased by the community.

  • May
    : Three of the six Enloe houses that need to be removed to make way for the Century Project are being purchased and are scheduled to be moved. Preparations for these moves will begin on the morning of Monday, May 8, and we expect this work activity to continue intermittently, possibly through June 3. The actual house removals are scheduled as follows:
    Saturday, May 13 – 221 West 6th Ave.
    Sunday, May 21 – 1551 Magnolia
    Saturday, June 3 – 1537 Magnolia (tentative)
    Each move will start after 7:00 a.m. and is anticipated to take no more than two hours. The moving schedule was determined by the requirements of the City of Chico and the house-moving company. We are pleased these Enloe buildings are being purchased for relocation within the community. When we have information about the three other houses offered for purchase – 140 West 6th Ave., 1507 Magnolia and 249 West 6th Ave. – we will inform you promptly. All unsold houses will be offered to Habitat for Humanity for salvaging before demolition. When the site of 249 West 6th Ave. is vacated, it will become home to the craftsman style house (the previous Enloe Health System house), which will be moved from 1660 Magnolia.

  • March
    : The Chico City Council approved the Enloe Century Project Tuesday, March 21, giving the green light to begin construction of a 191,000-square-foot expansion of the Enloe Esplanade campus. In varying votes, the city certified the Environmental Impact Report and approved the general plan amendment, rezoning and development agreement. For details, please read our News Release.

  • February
    : After a two-session public meeting, the City of Chico's Planning Commission sent a recommendation to the Chico City Council to approve the Final EIR for the Enloe Medical Center Master Site Plan. In a third meeting, the Commission also recommended, with modifications, the proposed General Plan amendment, rezone and development agreement, which describes the proposed design and uses of the expansion. The Chico City Council is scheduled to consider the plan March 21. The Final EIR and the Enloe Planning Commission Staff Report are available on the City of Chico Web site.
  • January: The City is expected to release the Final Environmental Impact Report (EIR) by around Jan. 17. The Planning Commission is scheduled to meet Feb. 6 and 8 at 6:30 p.m. to review the Century Project. (The meeting takes place at the Chico City Council Chambers, 411 Main St.) A tentative date of March 21 has been set for the City Council meeting.

Shared planning principles for the Avenues Neighborhood & Enloe Medical Center Plan

The following Ten Principles should be respected and implemented consistent with the Illustrative Master Plan, as developed during the Avenues Neighborhood/Enloe Medical Center Charrette of June 20-25, 2005.

  • Maintain Magnolia as a viable public thoroughfare (but with appropriately tamed vehicular movements), while discouraging "cut-through traffic" on adjoining neighborhood streets.
  • Create a neighborhood park as a share amenity, with cooperative management and control between the Hospital and the Avenues Neighborhood.
  • Encourage more intensive Hospital uses to move towards the Esplanade, reserving more residentially compatible uses for west of Magnolia, and establish specific policies regarding additional property acquisition beyond the existing Hospital campus.
  • Encourage a properly modulated scale gradient from the Esplanade inward toward the residential neighborhoods through the use of a form-based code.
  • Consolidate off-street parking east of Magnolia, to the extent reasonably possible, and consistent with the above.
  • Reinforce the idea of a "center" through a mix of uses, including neighborhood goods and services, and enhanced or improved Esplanade frontages.
  • Work with City/County to complete neighborhood infrastructure and promote public safety.
  • Reinforce neighborhood character through the use of architectural styles consistent with neighborhood precedents (particularly for the Hospital addition itself.)
  • Explore mechanisms for encouraging/facilitating employee home ownership within the neighborhood and for reducing parking demand through the use of transportation demand management.
  • Establish regular, ongoing, formal communications between the Avenues Neighborhood and Enloe Hospital to continue to resolve concerns as the plan is implemented, including support for the creation of a Neighborhood Plan.
