Dr. Terrence Fraters honored with 2008 Physician Legacy Award

CHICO, Calif., Dec. 31, 2008 – Terrence G. Fraters, MD, has been selected by the Medical Executive Committee at Enloe Medical Center to receive the 2008 Enloe Physician Legacy Award. The award recognizes members of the Enloe Medical Staff for exceptional service, leadership and performance in medicine and the community. The Medical Executive Committee is comprised of Medical Staff members who have been elected by their peers to lead the Medical Staff at Enloe Medical Center.

On the Enloe Medical Staff since 1973, Dr. Fraters has provided leadership that has been instrumental in the development of emergency and urgent care services at Enloe and enhancing emergency services in the north state. He is currently a physician at Prompt Care at California Park, and has been the Medical Director of the Enloe Prompt Care at California Park since 1994 and the Enloe PromptCare on Cohasset Road since it opened in 1998.

“Dr. Fraters is the godfather of Enloe’s Emergency Department.” said Dr. William Voelker, MD, the current Medical Director of Enloe’s Emergency Department. “He established the ground rules that we’re still living by today, and he was a great mentor to me.”

Dr. Fraters was the Medical Director for Enloe’s Emergency Services from 1973 through 1994. During this time he helped to expand emergency medical services in Northern California. This included working with the California legislature to revise laws on training programs for paramedics and mobile intensive care nurses, serving as a volunteer Medical Director of Butte College’s first paramedic training program, and helping to launch an Advance Life Support service at Enloe in 1975 and a full ambulance service in Chico in 1978. Enloe was one of the first hospitals in Northern California to offer mobile Advanced Life Support service staffed with Emergency Department-based Mobile Intensive Care Nurses and Emergency Medical Technicians. Under Dr. Frater’s leadership, and in collaboration with nurses and physicians at Enloe, the medical center became designated as a Level II Trauma Center in 1981. Dr. Fraters also helped to launch the FlightCare air ambulance service in 1985, the Prompt Care Clinic at California Park in 1994 and PromptCare Clinic on Cohasset Road in 1998.

Working closely with Dr. Fraters for more than two decades was Janet Ellis, who served in many roles at Enloe, including as an Emergency Department manager and Vice President of Nursing Services. “Dr. Fraters was an inspirational leader who was supportive of his staff. His enthusiasm and his vision of what could be done in emergency services was absolutely key in the development of many important services.”

Dr. Fraters received his undergraduate degree at the University of California, Berkeley and medical degree at the University of California, San Francisco. He completed his internship and residency at San Joaquin General Hospital in Stockton, Calif., and ran a private practice in Stockton from 1970 to 1973. Dr. Fraters was also a member of the Board of Directors of the California Division of American College of Emergency Physicians from 1983 to 1984.

The Medical Executive Committee at Enloe presents the annual Physician Legacy Award. Past recipients were Joseph Chiapella, MD, Jimmy Roberts, MD, Walter Mazen, Sr., MD, James Wood, MD, and Donald Heithecker, MD. The selection process includes a review of nominations made by Enloe Medical Staff members, administrators, employees, volunteers and community members. The Medical Executive Committee makes the final decision. Criteria includes an Enloe physician whose leadership at the hospital and in the community both locally and at large has changed our world for the better; who has been a member of the medical staff for more than one year; and who has excellent clinical knowledge and skill.
